Seo Myoungsoo, a 52-year-old South Korean project manager, is charged with receiving bribes totaling $42,000. Woo Kyeongjin, a 49-year-old South Korean construction manager, is charged with accepting gratifications amounting to $16,000.

Puah Bun Shong, a 50-year-old Malaysian and Singapore permanent resident who was the operations manager of Song Yu Construction, is charged with abetment to cheat and criminal breach of trust. Shin also allegedly conspired with Phua on five occasions to cheat Dongah between September 2022 and January 2023. Phua invoiced Dongah for 410 roller bits but only delivered 379, leading Dongah to pay Song Yu for 31 undelivered roller bits worth more than $14,000.
